The surplus balances of the Hong Kong

Government have been all, or virtually all, advanced

to meet expenditure on loan account pending the raising

of new money by loan, and the need for now issuing the

balance of the 1934 dollar loan ($11,000,000 approx.)

was put to the Secretary of State in the Governor's

telegram at No. 5. This sum would not entirely recoup

the surplus funds in respect of the total advances

made, but would be sufficient to relieve any anxiety

in respect of having some liquid funds available to

meet
